Meeting Minutes

  1. The meeting was called to order by Louise Connor, Chair, Project Angel Pride, at 8:10 am. Introductions were made by those present.
  2. Minutes from the April meeting were neither presented nor approved
  3. Dave Walstrom, Colfax Business Improvement District (CBID), presented an update on the inaugural Colfax Marathon which will run on Sunday, May 21, 2006. Dave will meet with Kathleen Butler, Project Angel Pride (PAP), to assess the cooperative CBID/PAP East High School campus cleanup experiment. Kathleen remarked that Denver Parks & Recreation (DPR) has provided trashcans for the campus, and that she and Wes Ashley (East High School Athletics Director) will determine where they should be placed according to a map provided by Melanie Weiss-Turner, parent.
  4. Dave Jorschumb, DPS Facilities Management Department (DPS), reported on the progress of the playing field improvements. The baseball infield will be upgraded to a synthetic/rubber playing surface. The artificial playing surface for the athletic field will be installed beginning July 15, 2005. Dave (DPS) advised PAP that the design fees to incorporate a concrete pad for the proposed bleachers would be approximately $2,750, and that the construction cost of the slab would be $15-$20,000. PAP advised DPS that those funds have been raised and asked DPS to prepare a change order for that work. Wes Ashley, Athletics Director, East High School (EHS), advised PAP that the bleachers will cost $2-$5,000 a section, or $8-$20,000 for four sections which will seat 320 fans. Wes agreed to work with DPS to finalize selection of the bleachers and to forward that information to PAP for review. Louise Connor (PAP) thanked those donors who have generously contributed to the effort to make the East athletic fields sites for competition.
  5. Ira Selkowitz, Historic Denver, offered to provide Mike Langley, DPS, by May 27, 2005, a summary of the advantages of nominating EHS to the National Register of Historic Places so that Mike could forward that summary to the DPS Board of Education (BOE) for consideration at their next meeting. Mike suggested that PAP present a summary of the progress of PAP to the BOE on June 2, 2005. Mark Hoskin offered to prepare that summary.
  6. Helen Kuykendal, DPR, updated PAP on the status of the City’s fountains. After five of 16 city fountains are turned on for Memorial Day, the DPR staff of one employee will assess the extent and cost of needed repairs for the Dolphin Fountain and determine a course of action. Kathleen Butler asked that DPR also explore turning on the Lionshead Fountains that are part of the Sullivan Gateway restoration. She offered to follow up with Helen in early June to ascertain the City’s proposed course of action on fountain repairs.

    Helen Kuykendal, DPR, presented a draft “Memorandum of Understanding” between DPR and PAP, addressing improvements to the Sullivan Gates and to the EHS entry plaza. Helen’s presentation was met with appreciation. Helen also presented a schedule for submittal of the State Historical Fund (SHF) grant application for the restoration of the Sullivan Gateway on October 1, 2005, requiring evidence of PAP funding by that date. After some discussion, it was agreed that Kathleen Butler, Mark Hoskin, and Sarah McCarthy would meet after the PAP general meeting to discuss the advisability of delaying submission of the grant application until April 1, 2006 so that fundraising for the Sullivan Gates would not conflict with fundraising for the library renovation, the field athletic equipment, and the entry plaza improvements---all phases which will precede restoration of the Sullivan Gateway.

    Finally, Helen (DPR) suggested that the timetable for presentation of the preliminary design for the entry plaza should coincide with the solicitation of neighborhood comments on the design of the Montclair Storm Basin Project (a Denver Public Works project---DPW) which are expected this fall. Jim Slotta, President, South City Park Neighborhood Association, expressed interest in being included in the design review process for both the entry plaza and the Esplanade project. Helen (DPR) agreed to provide PAP with a schedule for the Montclair Storm Basis project (DPW) in early June. Design Studios West will provide a preliminary design for the EHS entry plaza in July 2005. PAP will submit the preliminary design to DPS and DPR for review and comment.
  7. Tina Taylor, parent and volunteer coordinator for the September 2005 athletic field dedication ceremony, agreed to contact David Jorschumb (DPS), Wes Ashley (EHS), and the DPS Events Coordinator, as well as Beth Gower (East High School “Ancient Angels”) and Ann Snead ( East High School Angel Foundation), to schedule and coordinate the playing field dedication ceremony in September 2005. DPS has generously offered to provide food and drink for the students for this event. Louise Connor (PAP) suggested that Mayor Hickenlooper, the Mayor’s Deputy for Environmental Health, and the new DPS Superintendent be invited to speak to the students and to the media who will also be invited.
  8. Chris Peterson, Design Studios West, and Mark Hoskin (PAP) presented a summary of the student design charette for the EHS entry plaza conducted earlier in the month. The students expressed an interest in a larger entry plaza, more outdoor student seating, maintaining the “E” in some form, and installing a fountain. The DPS and DPR staff discouraged the notion of a fountain because of the proximity to the Dolphin Fountain and other City Park fountains and because of the maintenance costs. Design Studios West will prepare a preliminary design for consideration by PAP, DPS, DPR and the Denver Landmark Commission. Once approved, the preliminary design will be circulated to the neighborhood associations for comment. Chris Peterson, Design Studios West, and Helen Kuykendal, DPR, agreed to jointly prepare a design schedule in early June.
  9. Louise Connor (PAP) encouraged those present to read the inaugural edition of the Tipping Point Times which can be found on the Project Angel Pride website at www.projectangelpride.com. Four-thousand copies were mailed with enclosed donation response envelops on Thursday, June 2, 2005. PAP I. wishes to acknowledge the pro bono services of Studio Harris and AB Hirschfeld Press.
  10. The next meeting of PAP is scheduled for Thursday, August 25, 2005 in the Social Room at EHS from 8-10 am.
